Although many say that the human eye can't see more than 24 frames per second, there is actually a visible difference between different frame rates, and it can be seriously uncomfortable if it's not constant. Bluesky Frame Rate Converter aims to make things more comfortable for you, by giving you a bit more control over the frame rate. It's essentially a DirectShow filter, which places some useful options at your disposal, including converting the frame rate between different values, using your GPU. It's a simple and straightforward tool, so you don't have to be a tech expert if you want to enjoy what it has to offer.

Bluesky Frame Rate Converter is offered completely free of charge, though donations are accepted. It works on all modern Windows systems, and you can have it up and running in no time. You don't have to install any special prerequisite tools or services, but you will have a better experience with AMD hardware.

All you have to do is run the application, pick your settings and apply them. You can decide to convert from 24 or 30 frames per second to 60, choose between different qualities, and enable custom quality filters. Furthermore, the application provides full support for DXVA decoder and it also comes with a zero-copy mode. Once you register your new DirectShow filter, you can select it in Media Player Classic or PotPlayer to enjoy better-quality videos.

The application works best with AMD GPUs, and it provides support for AMD Fluid Motion Video. You can use anything from the Radeon HD 7000 or later series, as well as the APU of Kaveri or later. You can use it with Intel Haswell iGPUs as well, but only on Windows 7. The software lets you pick between GPUs in a drop-down menu, so if you're running an SLI setup, you can decide which video card to use. What's more, the software can also make use of external 32 and 64-bit decoders. Which you can select in a similar fashion.

You don't have to worry about safety when using Bluesky Frame Rate Converter. It won't cause any problems when you register your settings. Also, if you feel that the new settings aren't doing much, you can delete them and revert to the original state right away, without any complications.

Bluesky Frame Rate Converter delivers a whole new approach to boosting the playback quality of your media player.

Pros

The software can convert frame rates from 24 or 30 to 60. It supports DXVA decoders, and it comes with a zero-copy mode. You can register your settings at a moment's notice and remove them just as easily.

Cons

The software is not that useful if you have an Intel-based graphics card.
